Colossians 2:10-12 And ye are complete in him, which is the head of all principality and power: 11In whom also ye are circumcised with the circumcision made without hands, in putting off the body of the sins of the flesh by the circumcision of Christ: 12Buried with him in baptism, wherein also ye are risen with him through the faith of the operation of God, who hath raised him from the dead.

When we trusted in the Lord Jesus Christ we were indwelt and sealed with the Holy Spirit, this is the baptism of the Spirit or being born of the Spirit. In the process of the Spirit coming into us he circumcises us, that is he cuts us, our soul, away from out flesh whereas the sins of the flesh no long stick to us.

Our flesh does sin but it is not laid upon us. In that sense we cannot sin. We are still capable and instructed of God to mortify the flesh, kill its desires, and walk in the Spirit. It is a fight we face everyday. The flesh has a mind of its own, but we need to control it, we need to be driving the bus so to speak.
