Does Acts 2:38 mean that we are baptized to be saved or because we have been saved?

Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.

Acts 2:38

Matthew 3:11 I indeed baptize you with water unto repentance: but he that cometh after me is mightier than I, whose shoes I am not worthy to bear: he shall baptize you with the Holy Ghost, and with fire:

Water baptism is a public testimony of a repentant heart whether before salvation or after. One does not believe on or assent to the gospel of our Lord if he does not think himself a sinner in need of salvation. In Acts 2:38 one is already repentant and believing in Christ for the forgiveness of their sins before being water baptized and after that show of faith in our Lord are saved and sealed with the Holy Spirit.

We are publically declaring and giving testimony to our repentance and faith in Christ today after believing and receiving the Spirit by being baptized.
