In conjunction with Deutereonomy 17:6 & 19:15, Matthew 18:16 does 2 Corinthians 13:1 mean that any biblical idea must have at least 2 or 3 witnesses in scripture to confirm it is true?

This is the third time I am coming to you. In the mouth of two or three witnesses shall every word be established.

2 Corinthians 13:1

Deuteronomy 17:6 At the mouth of two witnesses, or three witnesses, shall he that is worthy of death be put to death; but at the mouth of one witness he shall not be put to death.

Deuteronomy 19:15 One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.

Matthew 18:15-16 Moreover if thy brother shall trespass against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother. 16But if he will not hear thee, then take with thee one or two more, that in the mouth of two or three witnesses every word may be established.

You will see that the context is the accusation of some sin or evil some one has done. That is you cannot find one guilty of a falsehood, sin, or crime, by the mouth of one witness. Courts in this country will not even accept a guilty verdict upon a confession by the accused without a supporting witness.

This does not mean you must have two or three witnesses to support a truth which is not an accusation of guilt against another. If I say to you that it is raining you do not have to ask for supporting evidence but believe me in your determination of my trustworthiness.

2 Corinthians 13:1-3 This is the third time I am coming to you. In the mouth of two or three witnesses shall every word be established. 2I told you before, and foretell you, as if I were present, the second time; and being absent now I write to them which heretofore have sinned, and to all other, that, if I come again, I will not spare: 3Since ye seek a proof of Christ speaking in me, which to you-ward is not weak, but is mighty in you.

In 2 Corinthians Paul is equating this principle to his warning the Corinthians of his impending punishment he will impose upon those who are sinning by stating that his next visit will be the third time he has come and if they do not do right he will show them his power and authority from God to execute judgment. This is based upon the guilt of some Corinthians having already been established.

1 Corinthians 5:1 It is reported commonly that there is fornication among you, and such fornication as is not so much as named among the Gentiles, that one should have his father’s wife.

1 Corinthians 4:21 What will ye? shall I come unto you with a rod, or in love, and in the spirit of meekness?

The Lord does use this principle when repeating certain things three times or more times written in Scripture to emphasize them.

Deuteronomy 8:3 And he humbled thee, and suffered thee to hunger, and fed thee with manna, which thou knewest not, neither did thy fathers know; that he might make thee know that man doth not live by bread only, but by every word that proceedeth out of the mouth of the LORD doth man live.

Matthew 4:4 But he answered and said, It is written, Man shall not live by bread alone, but by every word that proceedeth out of the mouth of God.

Luke 4:4 And Jesus answered him, saying, It is written, That man shall not live by bread alone, but by every word of God.

Mark 9:44 Where their worm dieth not, and the fire is not quenched.

Mark 9:46  Where their worm dieth not, and the fire is not quenched.

MarK 9:48 Where their worm dieth not, and the fire is not quench.

Revelation 20:10 And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet are, and shall be tormented day and night for ever and ever.

Revelation 20:14 And death and hell were cast into the lake of fire. This is the second death.

Revelation 20:15 And whosoever was not found written in the book of life was cast into the lake of fire.

Matthew 22:37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.

Mark 12:30 And thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind, and with all thy strength: this is the first commandment.

Luke 10:27 And he answering said, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy strength, and with all thy mind; and thy neighbour as thyself.

In the New Testament God tells us to love our neighbor six times. It must be twice as hard for us to love each other than to love God.

Matthew 19:19 Honour thy father and thy mother: and, Thou shalt love thy neighbour as thyself.

Matthew 22:39 And the second is like unto it, Thou shalt love thy neighbour as thyself.

Mark 22:39 And the second is like, namely this, Thou shalt love thy neighbour as thyself. There is none other commandment greater than these.

Romans 13:9 For this, Thou shalt not commit adultery, Thou shalt not kill, Thou shalt not steal, Thou shalt not bear false witness, Thou shalt not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shalt love thy neighbour as thyself.

Galatians 5:14 For all the law is fulfilled in one word, even in this; Thou shalt love thy neighbour as thyself.

James 2:8 If ye fulfil the royal law according to the scripture, Thou shalt love thy neighbour as thyself, ye do well:

However, this principle does not necessarily equate to every command, instruction, or admonition, given in the Bible. If God says it once it should be good enough. Or, on that note, if God says it then it is said by the Father, the Son, and the Holy Spirit.
