Open thou mine eyes, that I may behold wondrous things out of thy law.

As it says, God has to open our eyes: prayerfully study.

Luke 24:32 And they said one to another, Did not our heart burn within us, while he talked with us by the way, and while he opened to us the scriptures?

Luke 24:45 Then opened he their understanding, that they might understand the scriptures,

Of course there are some guide lines to help in this regard: diligently study, labor in word and doctrine.

Hebrews 11:6 But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him.

1 Timothy 5:17 Let the elders that rule well be counted worthy of double honour, especially they who labour in the word and doctrine.

The Bible has to be rightly divided.

2 Timothy 2:15 Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth.

Then there is the love of the word.

God has determined that divine things should enter through the heart into the mind, and not through the mind into the heart. In divine things, therefore, it is necessary to love them in order to know them.

Of course one has to believe all.

Acts 24:14 But this I confess unto thee, that after the way which they call heresy, so worship I the God of my fathers, believing all things which are written in the law and in the prophets:

Study daily.

Acts 17:11 These were more noble than those in Thessalonica, in that they received the word with all readiness of mind, and searched the scriptures daily, whether those things were so.

There really is no secret to it. If you are willing to put your heart, time, and effort into it the Lord will reward you accordingly.
