Submit yourselves to every ordinance of man for the Lord’s sake: whether it be to the king, as supreme; 14Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well. 15For so is the will of God, that with well doing ye may put to silence the ignorance of foolish men: 16As free, and not using your liberty for a cloke of maliciousness, but as the servants of God. 17Honour all men. Love the brotherhood. Fear God. Honour the king. 18Servants, be subject to your masters with all fear; not only to the good and gentle, but also to the froward.

Our liberty in Christ is once saved, always saved. But, we are not to use that liberty as a cloke of maliciousness or an occasion to the flesh that we may put to silence those that say we do evil that good may come.
Galatians 5:13 For, brethren, ye have been called unto liberty; only use not liberty for an occasion to the flesh, but by love serve one another.
Romans 3:8 And not rather, (as we be slanderously reported, and as some affirm that we say,) Let us do evil, that good may come? whose damnation is just.
Romans 6:1-2 What shall we say then? Shall we continue in sin, that grace may abound? God forbid. How shall we, that are dead to sin, live any longer therein?
There is one more reason we must maintain submitting ourselves to the ordinances of men, that we do not become a stumbling block to others in the faith.
1 Corinthians 8:9 But take heed lest by any means this liberty of yours become a stumblingblock to them that are weak.
Hence, although all things are lawful for us as we are dead to the law, it has no power to condemn and damn us, we are not to be evildoers. We are to do only that which is expedient to our purpose in life to glorify God, Christ Jesus, and minister the gospel to the lost.
