And he said, I will hide my face from them, I will see what their end shall be: for they are a very froward generation, children in whom is no faith. 21They have moved me to jealousy with that which is not God; they have provoked me to anger with their vanities: and I will move them to jealousy with those which are not a people; I will provoke them to anger with a foolish nation.

Deuteronomy 32:20-21

Romans 10:19 But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.

Romans 11:11 KJV I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles, for to provoke them to jealousy.

Why is Israel determined to be of no faith? Because they turned unto idols, “that which is no God.” In the Scriptures faith is always a reference to faith toward God. The Israelites turned from God unto idols, and it is said they have no faith. The Lord said he would use the Gentiles to provoke Israel to Jealousy. Gentiles are called a foolish nation and them that are not a people.

What is the Lord going to do in the line of punishment?

Deuteronomy 32:22-28 For a fire is kindled in mine anger, and shall burn unto the lowest hell, and shall consume the earth with her increase, and set on fire the foundations of the mountains. 23I will heap mischiefs upon them; I will spend mine arrows upon them. 24They shall be burnt with hunger, and devoured with burning heat, and with bitter destruction: I will also send the teeth of beasts upon them, with the poison of serpents of the dust. 25The sword without, and terror within, shall destroy both the young man and the virgin, the suckling also with the man of gray hairs. 26I said, I would scatter them into corners, I would make the remembrance of them to cease from among men:

The subject of the next few verses is not Israel, but the Gentiles.

Deuteronomy 32:27 Were it not that I feared the wrath of the enemy, lest their adversaries should behave themselves strangely, and lest they (their adversaries) should say, Our hand is high, and the LORD hath not done all this. 28For they (their adversaries) are a nation void of counsel, neither is there any understanding in them.

The nation spoken of as the enemy, Israel’s adversaries would be the foolish nation, the Gentiles. It is they who are void of counsel and understanding.
